FREEWHEEL cog removal

Hello,

This question is about removing cogs on a FREEWHEEL (not a cassette). An old-school freewheel.

Suntour Winner freewheel. There is no lock ring. The first cog (13t) should thread off counter-clockwise shouldn't it? 

I'm using two chainwhips - one on the largest cog with clockwise force and one on the smallest cog with counterclockwise force. Won't budge.

Am I missing something?

Got the first two cogs off. The third, which I think is the last one threaded-on, is very stuck. Tried penetrant, heat. It won't budge.
